Sir:-

I am directed by Secretary Sir Edward Grey to acknowledge the receipt of your letter No.31359/1906 of the 31st ultimo enclosing copy of a despatch from the Governor of Hongkong regarding the "Sainam" piracy case.

With regard to the suggestion made in that despatch that the policing of the Canton River and Delta should be entrusted to the Imperial Maritime Customs, I am to inform you that a somewhat similar suggestion, i.e. that the policing of the River and Delta should be entrusted to European officers in the service of China, has also been received from the Hongkong Chamber of Commerce, and that His Majesty's Representative in Peking has been authorized, if he sees no objection, to put this suggestion before the Chinese Government.
